GAPKI 2025 Data: Biodiesel Took 12.7 Million Tonnes of Palm Oil, Overtaking Food; Stocks Down 19.79%
Indonesia's 2025 CPO output rose 7.26% to 51.66 million tonnes. Biodiesel used 12.704 million tonnes, about 51% of domestic demand, while year-end stocks fell to 2.068 million tonnes.

Jakarta — The Indonesian Palm Oil Association (GAPKI) says palm oil used for biodiesel reached 12.704 million tonnes in 2025, up 10.97% from 11.447 million tonnes in 2024. Biodiesel took about 51% of domestic palm oil consumption, while food use fell 3.64% to 9.834 million tonnes. Year-end stocks dropped 19.79% to 2.068 million tonnes. GAPKI presented the annual figures at a press conference in Jakarta on 12 March 2026 and released the detailed data the following week.
Output up 7%, with biodiesel driving consumption
GAPKI Executive Director Mukti Sardjono said crude palm oil (CPO) output reached 51.660 million tonnes in 2025, up 7.26% from 48.164 million tonnes in 2024, InfoSAWIT reported. Palm kernel oil (PKO) output rose 6.41% to 4.893 million tonnes. Combined CPO and PKO production therefore came to 56.553 million tonnes, up 7.18% from 52.762 million tonnes. At the press conference, GAPKI Secretary General Hadi Sugeng Wahyudi gave a rounded growth rate of 7.2%.
Domestic consumption grew 3.82% to 24.772 million tonnes. By sector:

GAPKI attributed the jump in biodiesel demand to the mandatory blend rising from B35 to B40. Working from the table, biodiesel accounted for about 51.3% of domestic use, food for about 39.7% and oleochemicals for about 9%. "Domestic consumption growth was mainly supported by biodiesel demand," Hadi said, according to InfoSAWIT.
Exports up, year-end stocks thinner
Exports still grew even as more oil stayed at home. Total exports in 2025 reached 32.343 million tonnes, up 9.51% from 29.535 million tonnes. Their value rose 29.23% to USD 35.87 billion, from USD 27.76 billion the year before. The average CIF Rotterdam price also rose, from USD 1,084 to USD 1,221 per tonne. Refined palm oil products made up the largest share of exports at 22.727 million tonnes, followed by oleochemicals at 5.076 million tonnes, CPO at 2.964 million tonnes and processed PKO at 1.560 million tonnes. According to the figures published by Akurat, biodiesel exports were zero in 2025, down from 73,000 tonnes in 2024.
The biggest increases by destination were to Africa (+991,000 tonnes), China (+644,000 tonnes), Malaysia (+516,000 tonnes), Bangladesh (+503,000 tonnes) and Pakistan (+214,000 tonnes). Exports to India fell by 859,000 tonnes, to the European Union by 97,000 tonnes and to the United States by 15,000 tonnes.
Higher consumption and higher exports used up the extra production, so stocks shrank. CPO and PKO stocks at the end of 2025 stood at 2.068 million tonnes, down 19.79% from 2.577 million tonnes at the start of the year.
2026 outlook: limited production growth
For 2026, GAPKI expects production to grow by less than 5%. Part of any increase should come from replanted areas that start bearing fruit. InfoSAWIT reported that Hadi named three main risks: delays in smallholder replanting (PSR), a possible El Niño in mid-2026, and governance problems. These problems include plantations that overlap with forest areas. GAPKI said about 4.09 million hectares of plantations had been taken over by the Forest Area Control Task Force (PKH), and about 1.7 million hectares of that had been handed to PT Agrinas Palma Nusantara.
GAPKI expects domestic consumption to stay relatively stable while the B40 mandate remains in place, and it sees prices staying relatively high in the short term. "Accelerating PSR and intensification programmes requires collaboration with ministries and related institutions," Hadi said.
