Replanting / PSR (smallholder palm replanting)
PSR (Peremajaan Sawit Rakyat) is the programme to replace old or unproductive smallholder palms with high-yielding seedlings, funded by BPDP.
Replanting raises productivity without opening new land, so it is seen as key to supplying palm for biodiesel while limiting deforestation risk. BPDP stressed that core programmes such as smallholder replanting will not be cut despite heavy biodiesel incentive spending.
