Palm oil DMO (Domestic Market Obligation)
Palm oil DMO (Domestic Market Obligation) is the requirement for suppliers to prioritise CPO or cooking oil supply to the domestic market before exporting.
The DMO scheme became widely known through cooking-oil policy. On 28 July 2026 Energy Minister Bahlil Lahadalia said the government applies a domestic-needs-first approach before exports to protect CPO supply.
For biodiesel, domestic priority matters because the B50 mandate absorbs large volumes of CPO. Check the Trade Ministry for the latest DMO rules.
