Fact Check: Have B40 and B50 Already Saved IDR 170 Trillion? — Misleading

IDR 170 trillion is a forecast saving from B50, not evidence of combined realised savings from B40 and B50. ESDM statements conflict.

Jakarta — A claim that Indonesia's B40 and B50 biodiesel programmes have already saved IDR 170 trillion in foreign exchange appeared in an account of a seminar published on 15 October 2026. Verdict: Misleading. The Ministry of Energy and Mineral Resources (ESDM) set out IDR 170 trillion as an estimate for B50, rather than a verified combined saving from B40 and B50. A later ESDM article itself used realised-savings language, so the inconsistent official messaging also needs to be acknowledged.

The claim in circulation

A report on the website of Indonesia's Region V higher-education service agency quotes Fajar Wahyudi, executive director of the Indonesian Biofuel Producers Association (APROBI), at a seminar hosted by Politeknik LPP Yogyakarta. It says B40 and B50 had saved IDR 170 trillion and reduced emissions by the equivalent of 44.46 million tonnes of CO2. This fact check addresses only the foreign-exchange figure. We use the report's publication date, 15 October 2026, as the claim date; the report does not identify an accounting period for the alleged combined saving.

What the ministry's figures say

In a detailed release dated 9 July 2026, ESDM said foreign-exchange savings were estimated to rise from IDR 133.3 trillion under B40 to IDR 170 trillion under B50. The same release projected B50 biodiesel demand of 16.7–18 million kilolitres. The latter saving was therefore a B50 estimate, not a measured total of savings already achieved by both blending programmes. The July release did not provide a verified cumulative B40-plus-B50 result of IDR 170 trillion.

A 19 October 2026 report by ANTARA likewise separates actual and projected figures: it reports IDR 130.21 trillion in foreign-exchange savings from B40 during 2025, followed by a projection of up to IDR 170 trillion for B50, launched in July 2026. That reported B40 outcome differs from the IDR 133.3 trillion comparison figure in ESDM's July release. They are presented in different reporting contexts; adding them together or treating them as interchangeable would require a consistent period and methodology not supplied in the cited passages.

Why the verdict is misleading

The decisive word is already. The seminar account presents IDR 170 trillion as a result of B40 and B50 that has happened, while ESDM's detailed explanation identifies the figure as a projected B50 benefit. This does not mean B40 generated no savings, nor does it prove the eventual B50 saving could never reach the forecast. It means the evidence reviewed does not substantiate the specific statement that the combined programmes have already saved that amount.

There is an important complication. An ESDM article published on 12 October states that B50 “saved” around IDR 170 trillion, without saying the figure was a forecast. It gives no measurement period or calculation of realised B50 savings to resolve the discrepancy with the July release. The ministry's own inconsistent wording may help explain why the projection became described as an accomplished result, but repetition alone cannot establish a measured outcome.

Readers assessing a realised foreign-exchange figure would need the applicable accounting period, biodiesel volumes delivered, assumptions about diesel imports displaced, and the calculation method. On the sources checked here, the defensible distinction is between a reported B40 saving and a forecast B50 saving. The IDR 170 trillion figure should not be quoted as an already verified combined result. For background, see the biodiesel mandate data and B50 guide.
