How to Obtain an STD-B for an Oil-Palm Holding
Smallholders cultivating less than 25 hectares can register their plantation through the district or city government. Here are the data to prepare and the steps to check with the local office.

How can a smallholder obtain an STD-B for an oil-palm holding? A grower cultivating less than 25 hectares should contact the district or city office responsible for plantations to register the holding. Prepare the owner's identity and details of the land and crop; local officials record the holding, map its boundaries and verify the information before issuing the cultivation registration document. The Surat Tanda Daftar Usaha Perkebunan untuk Budidaya (STD-B) is a record of registration, not a land title, business permit or ISPO certificate. Article 5 of Agriculture Ministry Regulation 98/2013 provides the registration basis. Indonesia's BPK legal database still lists that regulation as in force, with amendments in 2016 and 2017.
What to prepare
The checklist below describes information required by the national regulation, not a universal set of photocopies or application forms. Confirm the actual document requirements and submission channel with the office in the district or city where the plantation is located.
- The owner's identity and domicile, plus the identity of whoever manages the holding.
- The location, land ownership status and area of the plantation. Be ready to identify the parcel boundaries for mapping.
- Crop type, output, seed origin, number of trees, planting pattern, fertiliser type, soil type and planting year.
- The name of any partner processing the harvested crop, where relevant; make sure the figures match the actual holding.
These are the minimum registration data listed in Article 5(2). That provision does not prescribe the same bundle of paper attachments for every district. If the land status or measured area is disputed, tell the local official so it can be checked; do not change the declaration to conceal a discrepancy.
Five steps from enquiry to registration
- Contact the local plantation office. Ask the district or city government which office handles STD-B, what forms and supporting records it requires, how to submit them, and whether officials use the national e-STDB system or conduct field data collection. Do not assume that the public-facing portal is a self-service application for every grower.
- Prepare accurate owner and plantation data. Match the location, area, land status, manager and crop details against the situation on the ground. Under Article 5(1), the district or city head registers cultivation holdings smaller than 25 hectares.
- Participate in data collection and mapping. The Agriculture Ministry's e-STDB portal describes preparation, collecting grower and plantation information, and identifying parcel boundaries on a working map. Ask the responsible officials how to flag an incorrect boundary.
- Check the verification outcome. The portal includes checks of grower and plantation data and analysis of overlapping parcel maps. If an inconsistency appears, ask the office how to correct it. Completing a form alone is not evidence that an STD-B has been issued.
- Keep the issued document and review its details. Article 5(3) says a registered cultivation business receives an STD-B. Check the name, area and location. Article 5(4) says it remains valid while the cultivation business continues; ask the local office about updating it if the plantation details change.
Common mistakes, charges and official contacts
- Confusing registration with a permit or ISPO certification. The Directorate General of Plantations explicitly says issuing an STD-B is not a licensing process. Agriculture Ministry Regulation 33/2025 lists plantation registration and/or evidence of land control among documentation for smallholder ISPO applications; obtaining an STD-B does not itself grant ISPO certification.
- Copying another district's requirements. The national sources explain the data and mapping process but do not set a uniform list of attachments, charge or processing deadline for all localities.
- Assuming a digital record removes field checks. The official e-STDB workflow includes boundary mapping and checking for overlapping parcels.
The national sources reviewed here do not publish a single nationwide STD-B fee or completion deadline. Request the official service terms, receipt and processing estimate from the relevant local office rather than relying on a third-party promise. Consult the Directorate General of Plantations' e-STDB portal for the system overview and the BPK legal database for the regulation's status. Growers considering a subsequent sustainability certification should distinguish these registration steps from the separate ISPO process.
