April 2025 Biodiesel HIP Rises IDR 361 to IDR 14,290 per Litre; Bioethanol at IDR 13,432

Jakarta — The Ministry of Energy and Mineral Resources (ESDM) has set the biodiesel market index price (HIP) for April 2025 at IDR 14,290 per litre, excluding transport costs. The price, effective from 1 April 2025, is IDR 361 per litre higher than the March 2025 HIP of IDR 13,929. The bioethanol HIP for April 2025 was set at IDR 13,432 per litre.

The Directorate General of New, Renewable Energy and Energy Conservation (EBTKE) announced the figures on its official Instagram account, as reported by detikFinance and investortrust.id on Tuesday, 8 April 2025.

Three-month trend

April's increase extends an upward trend since the start of the year. According to InfoSAWIT, the March 2025 biodiesel HIP was IDR 13,929 per litre, up IDR 698 from the previous month, which puts February 2025 at around IDR 13,231 per litre.

Driven by KPBN palm oil prices and the exchange rate

The biodiesel HIP is calculated under the first dictum of ESDM Ministerial Decree No. 3.K/EK.05/DJE/2024, while transport costs follow Annex I of ESDM Ministerial Decree No. 153.K/EK.05/DJE/2024. The formula is:

HIP = (average KPB CPO price + US$85/tonne) × 870 kg/m³ + transport costs

The US$85 per tonne represents the cost of converting feedstock into biodiesel, and 870 kg/m³ converts kilograms into litres. For April, the average KPB CPO price for 25 February–24 March 2025 was IDR 15,030 per kg, with Bank Indonesia's average middle rate at IDR 16,417 per US dollar over the same period.

Recalculating, the US$85 conversion component is worth roughly IDR 1,395 per kg. Adding it to the CPO price and multiplying by 0.87 gives about IDR 14,290 per litre, matching the published figure. For comparison, InfoSAWIT reported that the March HIP used an average exchange rate of IDR 16,321 per dollar (25 January–24 February 2025). Back-calculating with the same formula implies a March reference CPO price of roughly IDR 14,620 per kg, so the April increase reflects both higher domestic CPO prices and a weaker rupiah over the reference period.

InfoSAWIT also noted that the HIP is set in connection with Presidential Regulation No. 132 of 2024 on the collection and use of palm oil plantation funds and the mandatory biodiesel programme.

Bioethanol HIP at IDR 13,432 per litre

For bioethanol, the formula multiplies the three-month average KPB molasses price by 4.125 kg per litre and adds US$0.25 per litre as the conversion value. The average molasses price was IDR 2,264 per kg; investortrust.id gave the molasses reference period as 15 October 2024–14 March 2025.

The sources differ on the exchange rate used for bioethanol: detikFinance reported IDR 16,177 per dollar, while investortrust.id cited IDR 16,369 per dollar for 15 February–14 March 2025. Both agree on the final bioethanol HIP of IDR 13,432 per litre.
