Bioethanol (E5, E10)
Bioethanol is alcohol made from sugarcane, cassava or corn and blended into gasoline; E5 means 5% ethanol and E10 means 10% ethanol in the blend.
Bioethanol policy rests on Presidential Regulation 40/2023. As of 19 June 2026 the EBTKE Director General targeted setting the E5 mandate for non-PSO gasoline before December 2026; the E5 allocation decree had not been issued. The Energy Minister said E10 is targeted for 2027 and E20 in phases in 2028-2029, but Decree 113/2026 lists E10 in 2028, so the start year is not consistent.
Bioethanol is the gasoline counterpart of biodiesel, which is used for diesel.
