Energy Ministry Decree (Kepmen ESDM)
A Kepmen ESDM is a decree of the Minister of Energy and Mineral Resources, the instrument used to set biodiesel blend levels, allocations, HIP and phasing.
Key decrees: 257.K/EK.01/MEM.E/2026 (B50 obligation from 1 July 2026), 113.K/EK.05/MEM.E/2026 (biofuel phasing), 439.K/EK.01/MEM.E/2025 (2026 allocation) and 3.K/EK.05/DJE/2024 (the biodiesel HIP formula). The legal umbrella is Regulation 4/2025.
A Kepmen differs from a ministerial regulation (Permen): a Permen sets general norms, while a Kepmen makes specific decisions such as numbers and appointments. The full list is in the regulation tracker.
