Fuel business entity (BU BBM)
A fuel business entity (BU BBM) is a company licensed to trade fuel, such as Pertamina Patra Niaga, that blends biodiesel with diesel and distributes it to consumers.
Fuel business entities buy FAME from BU BBN according to allocation, blend it at fuel terminals and sell the blend. Decree 439.K/EK.01/MEM.E/2025 appointed 32 BU BBM for 2026.
Decree 257.K/EK.01/MEM.E/2026 sets sanctions for companies that fail the blending obligation, up to licence revocation, with three-monthly evaluation.
