Katalis Merah Putih Plant Breaks Ground in Cikampek in March 2022
Arifin Tasrif led the groundbreaking of a catalyst plant in Karawang. Its 800-tonne annual capacity and 13-month construction schedule were plans, not results.

Karawang — Indonesia's Energy and Mineral Resources Minister Arifin Tasrif led the groundbreaking of the Katalis Merah Putih plant in Cikampek, Karawang, West Java, on 16 March 2022. The facility being developed by PT Katalis Sinergi Indonesia (KSI) was designed for 800 tonnes of catalysts a year. That figure was a planned capacity, not an output already achieved. The energy ministry described the project as part of efforts to develop catalysts for green fuels.
Connecting domestic research and industry
In its announcement on the day of the ceremony, the Ministry of Energy and Mineral Resources (ESDM) said KSI was established to commercialise Katalis Merah Putih and help supply catalysts for green-fuel development. The venture brings together PT Pertamina Lubricants, PT Pupuk Kujang Cikampek and PT Rekacipta Inovasi ITB. Arifin stressed the need to turn research and innovation into industrial applications through cooperation among institutions.
ANTARA reported that construction began on a site of about two hectares in the Kujang Industrial Estate in Cikampek, Karawang regency. It said the plant was planned to make six types of catalyst. These details describe the proposal at groundbreaking, not products confirmed to have been manufactured there.
Catalysts serve industrial processes ranging from refining to petrochemicals and oleochemicals, ANTARA explained. A catalyst plant should therefore not be confused with a plant making finished biodiesel or other fuel. KSI's proposed role was to supply materials used in processing, with a stated emphasis on catalysts for green-fuel production.
A construction timetable, not an operating record
KSI director Achmad Setiawan gave the proposed capacity as 800 metric tonnes a year in remarks carried by ESDM. The ministry estimated construction would take 13 months and said production was expected to begin in 2023. ANTARA also reported a 13-month construction plan. These were projections made in March 2022: a groundbreaking alone cannot establish that the facility was subsequently completed or began operating.
ESDM linked the project to the goal of meeting domestic catalyst demand and reducing reliance on imported supply. ANTARA reported a similar aspiration from KSI's management. The extent to which domestic demand could actually be served would depend on construction and production being realised. Neither account from the day provides an operating output figure.
Why the project matters to green fuels
ESDM placed the planned plant within a national strategic green-fuel programme. In the ministry's account, catalysts from the facility were expected to support green-fuel manufacturing and the development of bioenergy. Those were policy aims expressed at the start of construction, not evidence of commercial catalyst use or emissions reductions already delivered.
Setiawan told ANTARA the company's initial focus would be catalysts for environmentally friendly fuels. The relevance to biodiesel coverage is thus technological and concerns the wider bio-based fuel supply chain. The two reports do not say the plant would itself make biodiesel, or identify a particular catalyst as already deployed in a particular biodiesel process. Its planned 800-tonne annual catalyst capacity should not be read as a biodiesel production capacity.
The 16 March 2022 ceremony marked the start of construction and an attempt to connect local research with industrial demand. Assessing whether the projected capacity and schedule were met would require later evidence; the sources published on the day document plans and expectations.
