G20 Biodiesel Conference: Indonesia Plans Voluntary Sustainability Indicators
At a March 2022 conference, ESDM proposed voluntary downstream sustainability indicators while higher biodiesel blends remained under study.

Yogyakarta — Energy and Mineral Resources Minister Arifin Tasrif said on 24 March 2022 that Indonesia intended to begin voluntary sustainability indicators for the downstream biodiesel sector during the year. Speaking at the 3rd Palm Biodiesel Conference, held alongside the G20 Energy Transitions Working Group programme, he also said a blend above B30 still required study. The ministry and energy publication Petrominer both reported his remarks that day.
A voluntary plan, not a new mandate
According to the Ministry of Energy and Mineral Resources (ESDM), the proposed indicators would cover economic, social and environmental dimensions. Officials planned to start voluntarily in the downstream biodiesel chain and hoped to extend the approach upstream as well. Petrominer reported the same distinction from the Yogyakarta conference. A plan announced in a speech should not be confused with an obligation already binding every producer.
Arifin described biodiesel as a way to add value to domestic agricultural production and support energy security. Yet he also warned that expanding palm-based fuel must not undermine food, feed or fertiliser needs, nor encourage extensive land clearance harmful to the environment. Those benefits and risks were presented as the minister's assessment at the conference, rather than as findings from an independent impact study.
A downstream indicator would not by itself resolve land management or smallholder welfare issues upstream. The minister's emphasis on better production efficiency, affordable fuel quality and environmental capacity points instead to matters requiring further work. The distinction matters to anyone evaluating what a voluntary downstream measure could and could not establish.
Higher blends remain under review
ESDM said it was examining technical and economic feasibility, regulation, incentives, infrastructure, product-quality standards and supporting industries for higher blends. Arifin said a mandate needed technical viability, economic reliability and political acceptance. Discussion of a higher blend at this conference was consequently not a decision to impose a new blending level.
Petrominer placed the remarks within Indonesia's G20 energy-transition programme. International discussion does not automatically change a domestic fuel mandate. B30 was the existing reference point in the statements made on 24 March, while studies of possible changes were still under way according to ESDM. Readers should distinguish a goal, a planned study and a binding regulation.
ESDM also referred to a test flight using a 2.4% bio-jet-fuel blend. That is context for another biofuel application, not proof of widespread commercial aviation-fuel availability or of the readiness of diesel engines for a higher biodiesel blend. The applications and testing needs differ, and the ministry did not present the flight as a substitute for the proposed biodiesel review.
Official claims about economic value and emissions
Arifin put the 2021 economic value of B30 implementation at more than US$4 billion and associated it with a reduction of up to 25 million CO2e in greenhouse-gas emissions. Both ESDM and Petrominer reproduced those figures from his statement. Their agreement confirms what was said, but it is not independent validation of the calculation method. No additional conversion or emissions accounting is inferred here.
Economic value is not automatically the same as foreign-exchange savings, farmers' income or programme payments. The biodiesel mandate data provides background, but each metric requires its own definition and time frame. The news on 24 March concerned caution before raising the blend and a planned voluntary sustainability measure, not completed implementation of future policy.
