Jayapura — Pertamina Patra Niaga's Papua-Maluku region has suspended subsidised biodiesel blend (Biosolar) deliveries to fuel station 84.991.04 in Tanah Hitam, Abepura, Jayapura, for 23–29 October 2026. ANTARA reported the sanction on Saturday, 24 October, after Pertamina found transactions in which vehicle registration numbers did not match the QR codes used for subsidised fuel purchases. The action concerns one outlet's distribution procedures, not a citywide halt to Biosolar supplies.

Kompas.com reported the same decision, citing acting Pertamina Patra Niaga regional communications manager Bramantyo Rahmadi. He said the mismatch between a vehicle's plate and QR code breached the rules for subsidised fuel dispensing. Neither report provides the volume involved in the disputed transactions, a financial loss figure, or a criminal judgment. Those details should not be inferred from the sanction.

A temporary suspension at Tanah Hitam

ANTARA identifies the outlet as being on Jalan Raya Tanah Hitam in Abepura and gives the seven-day supply suspension as 23 to 29 October. Pertamina describes the measure as a sanction and corrective action for distribution outside the rules. Its finding concerns transaction records, not a laboratory test of the fuel blend or a technical problem with biodiesel.

The distinction matters. Biosolar is subsidised diesel blend sold through fuel stations, while QR checks are intended to verify the purchasing vehicle. A procedural breach at one outlet does not establish a fuel-quality defect or a wider interruption to Indonesia's B50 programme. Such claims would require separate evidence unavailable in the two reports.

Company says broader supply is maintained

Bramantyo told ANTARA and Kompas.com that fuel availability across Jayapura remains sound. Pertamina said it would maintain subsidised Biosolar supply through other distributors. This is the company's account of availability, not an independent survey of queues or stock levels at every outlet.

Pertamina also acknowledged inconvenience for customers of the sanctioned station. Drivers affected by the suspension should check availability elsewhere before travelling: the reports do not list alternative stations or guarantee a particular volume at any location. ANTARA provides Pertamina Contact Center 135 for questions about products and services.

Transaction enforcement, not a criminal finding

Kompas.com says this was the second temporary supply sanction against a Jayapura station within a week. It identifies an earlier case at outlet 84.991.03 in Entrop involving Biosolar sold without a vehicle QR code. That is a separate event from the plate-to-QR mismatch in Tanah Hitam. The two cases should not be combined into a single incident or used to imply a total volume of misuse.

The reports substantiate the company decision, its duration and Pertamina's stated procedural reason. They do not document the number of customers affected, a subsequent legal outcome or systemic failure across Jayapura. For now, the reported enforcement issue is compliance with vehicle identity and QR-code checks at the named outlet.
