Indonesia Biodiesel Weekly: HIP, B50 and Palm Oil (2–6 November 2026)

Jakarta — In the week of 2–6 November 2026, Indonesia set its November biodiesel market index price (HIP) at IDR 14,312 per litre, while the government reiterated that the B50 biodiesel programme would continue alongside plans for E20–E50 bioethanol. Malaysian January 2027 palm oil futures fell from RM4,650 per tonne at Monday's close to RM4,377 in Bernama's Thursday report; Friday's close was not available when this edition was prepared on Friday afternoon in Jakarta. Futures, withdrawn Indonesian CPO tenders, growers' fresh fruit bunch (FFB) prices and the monthly HIP are different measures.

There is no 2 November KPBN observation in the available series: its earlier IDR 15,125/kg point belongs to 30 October and cannot serve as this week's opening price. The latest ICDX observation also dates from October. The FCPO comparison ends on Thursday, not at the close of the full trading week.

Six developments to know

  • November biodiesel pricing. Directorate General of New, Renewable Energy and Energy Conservation (EBTKE) letter B-3659/EK.05/DJE.B/2026 sets the HIP at IDR 14,312 per litre plus transport, effective 1 November. The announcement webpage still displays October's figure in its body; the signed letter is the basis used here. Read the pricing report and see the dataset.
  • B50 and ethanol are separate tracks. The Ministry of Energy and Mineral Resources (ESDM) says the president asked about E20 readiness on 3 November. Minister Bahlil Lahadalia described a cross-ministerial E20–E50 plan while maintaining B50, without announcing an E20 launch date. Read the policy report.
  • Replanting and supply. The Plantation Fund Management Agency (BPDP) reported that its smallholder replanting programme covered 438,217 hectares and 196,846 growers cumulatively through 30 September, according to ANTARA. Land enrolled in a programme is not newly realised CPO output. Read the replanting report.
  • FFB prices diverged by region. Riau's 4–10 November plasma price for 10–20-year palms was IDR 3,742.44/kg. InfoSAWIT reported IDR 3,717.77/kg in Jambi for 30 October–5 November. These are different pricing windows and partner-grower arrangements. Read the provincial breakdown.
  • Malaysian palm futures weakened. Reuters reported RM4,650 for the January contract on 2 November; Bernama placed it at RM4,377 on 5 November, whereas Reuters reported RM4,375 for Thursday. October stock estimates are not the Malaysian Palm Oil Board's (MPOB) final figures. In Indonesia, a Malaysian futures quote is not automatically a KPBN tender, a grower price or the biodiesel HIP. Read the source comparison.
  • Second-generation ethanol remains a study. Pertamina New & Renewable Energy and Sinergi Gula Nusantara are exploring ethanol from sugarcane by-products under a memorandum publicised on 3 November, according to ANTARA's reporting. No ethanol plant capacity or final investment decision was announced. Read the project report.

What it means for Indonesia

The weaker Malaysian futures benchmark and Indonesia's withdrawn KPBN tender are observations from distinct markets, not evidence that smallholders everywhere received a corresponding price cut. Riau and Jambi have their own dated FFB determinations; the November HIP is set by a signed EBTKE letter, not recalculated daily from Bursa Malaysia. For buyers and policymakers, the editorial implication is to compare like with like and await the official Malaysian stock release before treating a survey forecast as fact.

What to watch next week

Bernama says MPOB's October supply-and-demand report is scheduled for 10 November. Until then, the survey estimate of 3.75 million tonnes of end-October stocks is a forecast, not an official reading. The Indonesian Palm Oil Association (GAPKI) schedules IPOC 2026 for 11–13 November in Nusa Dua, Bali; its agenda, updated on 4 November, lists an energy-transition and biodiesel session on 12 November. The speaker line-up may change and no scheduled presentation should be reported as a statement already made. See the IPOC hub.

Further ahead, the European Commission lists 30 December 2026 as the EU Deforestation Regulation (EUDR) application date for medium and large operators, with 30 June 2027 applying to most micro and small operators. This is a regulatory deadline, not an event next week; read the EUDR explainer. The market figures above reflect releases available by Friday afternoon, not a claimed 6 November close.
